When a real storm comes in off Possession Sound, the beach stairs at Howarth Park take the worst of it first, salt spray icing the railings while the bluff above stays merely cold. Puget Construction & Landscape works that stretch of shoreline early in a snow removal call, clearing the stairways and the parking areas above the beach before turning to the driveways and walkways of the neighborhood up top. Salt spray and snow together make for a different kind of ice than a dry cold snap does, and the crew treats that lower stairway differently for exactly that reason. Once the shoreline access is safe, the same crew works back through the surrounding blocks as the storm eases. Rough, salt-sprayed ground right where the city meets open water, it gets the crew's first pass every time, storm or not.
