Wind off the water hits hardest right at the piers of Naval Station Everett, where there's nothing between the open water and the parking rows to slow it down, and a cold dawn there can feel far harder than it does a few blocks inland. NYS Enterprises works that exposed stretch first on a snow removal route, clearing the lots and access roads along the waterfront before the wind has a chance to drift what's already down into deeper piles against the fence lines. The crew keeps an eye on those drift lines specifically, since flat open pavement near the water fills in fast once the wind picks up. From there the route moves inland into quieter residential driveways and walkways, out of the wind and into calmer, slower-changing snow. Out there on the exposed piers, the crew plans for the wind as much as they plan for the snow itself.
