Manette's streets climb straight off the water, and on the mornings after a rare Kitsap snow, the crew is out before the school buses start their run, working the grade from the Manette Bridge up toward the ridge. Bremerton doesn't get much snow, so when it comes it catches the hills first, and a driveway cleared to bare pavement here is worth more than one on flat ground across the water in Seattle. The crew knows which yards slope hard toward Port Washington Narrows and which stay shaded past noon, and they plow those last stretches first. By the time the ferry commuters are backing out, the steep block looks like an ordinary Tuesday morning. It's quiet work, done in the dark, that keeps a hillside town moving.
