Volga's grain elevator still marks the town from a mile off across the glacial till flats east of Brookings, the land here scraped nearly level by ice that left barely a rise to break the wind. Kissner Paving lays its winter work over the same lots and drives it grades and seals in summer, running a plow blade down the same asphalt it knows down to the crack. A Brookings County snow tends to come in fast off the open fields and pack hard against curb lines and driveway aprons, and clearing it well means reading where the pavement itself holds a low spot that will refreeze by afternoon. Lake Campbell, just outside town, freezes over early most winters, and the roads leading out to it get the same steady attention as the lot and drive work back in town. Volga is a small enough town that the plow route and the paving route are practically the same map, one for winter and one for July.
