The London City Street Department runs the plow routes — opening lanes, clearing intersections, laying salt on the grades and bridge decks where it matters most. Trucks are out in the dark hours, headlights full of falling flakes, working outward from High Street through the neighborhoods to the edge of the city limits. By the time the first cars back out of driveways, the pavement is dark and passable again. It is public work in the plainest sense: a whole town's morning made possible while most of it was still asleep.
