Out on the peninsula the weather has nothing in its way: it comes off the Atlantic, crosses the boardwalk, and lands on Rockaway Park and Belle Harbor as wet, salt-heavy snow that packs like cement. Snow Services runs those blocks through the dark hours of a March nor'easter, plowing driveways, cutting walkways down to bare concrete and treating the steps that face the water. Wind on a narrow strip of land drifts everything twice, so a pass at midnight is rarely the last pass. Toward Broad Channel and the bay side the depth is lighter but the ice is worse, and the spreader matters more than the blade. When the sky finally clears, the streets are open and the ocean is the only thing still moving.
