Wind comes off the river at the Port of Albany with nothing standing in its way, and that open pavement drifts shut faster than any street in the city. Snow removal on that scale is largely a question of stacking — plowing lanes wide, pushing piles where they won't block a dock or swallow a sightline, salting the approaches so a loaded truck can hold its grade. The work runs to commercial lots, private drives and access roads, handled again with each storm that comes through. When the wind swings around and fills a cleared lane back in, you simply go again. By the time the first shift walks in, the ground under their boots is pavement.
