O'Neill's courthouse square sits at the center of Holt County life, ringed by the storefronts and offices that keep the town running, and none of it works if the sidewalks out front are buried after a storm. Holt County Economic Development spends the rest of the year courting new business to town and helping the ones already here stay open; in winter that same interest in a usable downtown turns into a shovel and a plow blade. A block of clear sidewalk in front of a shop on a fifteen-below morning is a small thing, but it's the difference between a customer walking in and driving past. Flat country wind piles snow against a row of storefronts just as readily as it piles it across an open field, with nothing downtown built to break it. The organization clears lots and walkways around O'Neill's downtown, treating an open path to a business door as part of the same work as bringing one to town in the first place.
