Bellevue grew up as a landing on the Missouri River, and the water still sets the terms for a lot of what happens along its banks each winter — ice building out from shore, cold air pooling in the bottoms long after the hilltops have warmed. US Grounds Maintenance works the river-adjacent streets and older lots down near the water, where cold sits longest and a morning clearing can still be fighting refreeze by early afternoon. Upslope, toward the newer parts of town, the work goes faster — open yards, less shade, snow that lets go of the pavement without a fight. The crew moves between both worlds in a single day, plow down at the river first, then up onto the ridge streets before lunch. It's a town shaped by moving water even now, and the work follows that shape one storm at a time.
