Kenmare's old Danish windmill stands in the town square, and on a February morning after a blow it wears a cap of snow while the streets around it lie buried to the curbs. Next Level Excavating, an excavating outfit, clears snow in this northwest North Dakota town, a short drive from the Canadian line. Up here the north wind hits hard and often, and moving what it leaves behind is heavy work: drives dug out, lots scraped down to gravel or pavement, the drifts heaved into banks that will stand until April. Under a cold, brilliant sky, Kenmare opens back up, one cleared stretch at a time.
