The wind off Belle Isle Marsh does not soften for anybody, and East Boston takes its weather straight from the water. Salt air is hard on turf and harder on pavement, which makes the routine — cut it even, clear it early — matter more than anything clever. Winter mornings begin before the streetlights quit, plow first and shovel after, until the walkways are down to bare surface. Summer or January, it is the same promise kept in a different material.
