For most of the winter the first train out of Waukegan leaves in the dark, and the people walking to it have already made a judgment about how the day will go based on whether the pavement under their boots was cleared. PADA works that early margin — plowing, shoveling walks, spreading salt so the surface is honest underfoot before the sky lightens. Come summer the same properties want mowing, trimming and cleanups, and the standard does not change with the season: show up, do it thoroughly, leave nothing half-done. A lot cleared at five in the morning and a lawn cut square in July are both just ways of saying somebody is looking after this place. Waukegan runs on that kind of unremarkable reliability.
