The bluff itself catches wind straight off the river, so the streets up near the park see drifts that the flatter blocks downtown never do, snow pushed sideways as much as it falls straight down. Below the bluff, the historic district's narrower lots mean less room to stack anything cleared, so timing matters as much as effort — get there before the morning traffic, not after. By the time Rand Park's overlook is visible again through the clearing weather, the driveways beneath it are open too.
