Dubuque Street drops steadily from the north side of Iowa City down toward the Iowa River, and on an icy morning that grade turns into the first real test most commuters face before they've even reached downtown. RyGo Services works the driveways and side streets that feed onto that hill, clearing them early enough that residents pulling out to merge into traffic aren't doing it blind on a sheet of ice. The crew's routes follow the terrain more than the map, prioritizing anything that drains toward the hill or sits in its shadow before moving on to flatter ground farther from the river. A late-winter thaw followed by a hard freeze is the trickiest stretch of the season here, turning yesterday's cleared pavement into today's black ice without a single new flake falling. Getting ahead of that freeze, rather than reacting to it, is most of what keeps the hill passable through a long Iowa City winter.
