The small boat harbor is the working heart of Valdez, boats rafted along the floats under mountains that hold their snow late into the year even after the streets have gone bare. A services company that keeps that waterfront usable through winter runs the harbor lot and the ramps down to the floats, because a fisherman hauling gear at 5 a.m. needs footing, not a skating rink. Light comes late and low off Prince William Sound in December, and a lot cleared before dawn can be half-drifted again by the time the sun finally clears the ridgeline. So the plow makes more than one pass some days, working the lot, the ramps and the access road out toward the container terminal in whatever order the wind allows. It is quiet work done mostly before the harbor wakes up, and the harbor notices when it isn't done.
